If Join rules on the Organization page require administrator approval, anyone who signs up through a matching email domain lands here and holds no access until approved. The Dashboard tile shows a count when the queue is not empty, which is the only place the console volunteers it.

Sites somebody asked for

When a filtering rule blocks a page, the block page offers a way to ask for it rather than leaving the person to work around it. Those requests arrive here with the site and who asked.

Approving one writes a rule of its own rather than editing the rule that did the blocking. That keeps exceptions out of the list you maintain by hand, and it means an approval can be withdrawn later without unpicking anything.
